Chapter 1 General Provisions
Article 1 These measures are formulated in accordance with the relevant regulations of the State in order to strengthen the management of large-scale transportation of roads, improve the quality of transportation, ensure the safety of transportation, protect legitimate operations, maintain the order of the transportation market, and meet the needs of national economic development for large-scale transportation of roads.
The second large item refers to goods that meet one of the following conditions:
(1) The size of the goods: goods with a length of 14 meters or more or a width of 3.5 meters or a height of 3 meters or more;
(2) Monotonous cargoes or indiscriminate grouped (bundled) cargoes weighing more than 20 tons. Large-scale transportation of roads refers to the transportation of large-scale objects on the roads inside China.
Article 3 All methods of transporting large-scale articles for roads in China shall comply with these Measures.
Article 4 Traffic administrative departments at various levels are the competent authorities for large-scale transportation of roads and are responsible for the implementation of these Measures.
Chapter II Classification of Large Objects
Article 5 Large objects are classified into four levels according to their external dimensions and weight (including packaging and support frames):
(1) Large-scale first-class objects are those that meet one of the following standards: 1. The length is greater than 14 meters (including 14 meters) is less than 20 meters; 2. The width is greater than 3.5 meters (including 3.5 meters) is less than 4.5 meters; 3. The height is greater than 3 meters (including 3 meters) is less than 3.8 meters; 4. Weight is greater than 20 tons (including 20 tons) is less than 100 tons.
(2) The second-level large-scale objects are those that meet one of the following standards: 1. The length is greater than 20 meters (including 20 meters) is less than 30 meters; 2. The width is greater than 4.5 meters (including 4.5 meters) is less than 5.5 meters; 3. The height is greater than 3.8 meters (including 3.8 meters) is less than 4.4 meters; 4. Weight is greater than 100 tons (including 100 tons) is less than 200 tons.
(3) Large-scale third-class objects are those that meet one of the following standards: 1. The length is greater than 30 meters (including 30 meters) is less than 40 meters; 2. The width is greater than 5.5 meters (including 5.5 meters) is less than 6 meters; 3. The height is greater than 4.4 meters (including 4.4 meters) is less than 5 meters; 4. Weight is greater than 200 tons (including 200 tons) is less than 300 tons.
(4) Large-scale four-grade objects are those that meet one of the following standards: 1. The length is 40 meters or more; 1. The width is 6 meters or more; 1. The height is 5 meters or more; 2. The weight is 300 tons and the above.
Article 6 The level of large objects shall be determined according to the highest of the four conditions of length, width, height and weight.
Chapter III Application and Approval
Article 7 The conditions for opening a business for large articles transported on commercial roads must comply with the relevant provisions of the "Technical and Economic Conditions for the Opening of Road Freight Transport Businesses (Trial)" (Patent No. 1993, Circular No. 531).
Article 8 The large-scale article transport operators of commercial roads shall be classified into four categories according to the conditions of their equipment and personnel: (Classification conditions refer to the annexes) Class I can carry large-scale articles; Class II can carry primary and secondary large-scale projects. Objects; three types can carry one, two, three large items; four types can carry one, two, three, four large items.
Article 9 Any business owner who applies for large-scale article transport of commercial roads and who has obtained qualifications for commercial road transport operations and needs to increase large-scale article transport business projects must submit a written application to the local competent department of traffic at or above the county level according to regulations. . Traffic authorities at all levels shall, within 30 days from the date of receiving the written application of the business owner, submit a written reply of approval or disapproval according to the power of approval.
Article 10: Permissions for examination and approval: The competent department of transportation at the county level shall be responsible for the examination and approval of the opening of a class of large-scale article transport operators; the second and third largest articles for transport of large articles shall be submitted to the city after being reviewed by the competent department of transportation at the county level. The same level as the competent department of communications for examination and approval; four types of large-scale article transport industry households at the county and municipal levels of transportation departments after the level of review, submitted to the provincial department of communications for approval.
Article 11 The roads that have been verified to meet the requirements of the "Technical Economic Conditions for Road Transportation Business Households Opening" and "Classification Conditions for the Large-scale Article Transportation Business Households" shall be issued by the approval unit to the roads that indicate large-scale articles (levels) and defined tonnages for roads. "Transport License" and "Road Transport Certificate".
Article 12 Large-scale article transport business households need to expand their business scope. To operate a higher-level large-scale article transport, they must go through the examination and approval formalities in accordance with Articles 9, 10, and 11 of these Measures.
Article 13 When a non-business transportation unit engages in large-scale one-way transportation of road objects, it shall submit a written application to the local competent department of traffic at or above the county level. The transportation management department shall review the equipment and personnel technical capabilities of the applicant's application unit, and may only conduct operations after review and approval.
Chapter IV Organization and Management of Large-scale Object Transportation
Article 14 When a large-scale article shipper applies for consignment, it must do the following: 1. It must apply for consignment to the transportation business owner or its agent who has obtained the qualification for large-scale article transportation business; 2. Must fill out large-scale articles truthfully on the waybill. The name, specification, number of pieces, weight, date of departure, detailed address of consignee and consignor, and precautions during transportation. Where the failure to fill in large consignments or air waybills in accordance with the above provisions is unclear and a carriage accident occurs, the shipper assumes full responsibility.
Article 15 When a large-scale object carrier accepts consignments, it must do the following: 1. According to the consignment note and relevant information provided by the shipper, verify and verify it; 2. The level of the large-scale carrier must match the category of the approved operation. , It is not allowed to accept large items outside the scope of the business category. Where a large item is not accepted for shipping according to the above provisions, the carrier shall bear all responsibility for any transport accident.
Article 16 The carrier shall, based on the external dimensions of the large objects and the weight of the goods, examine the operation site and the operation route with the shipper prior to departure to understand the road alignment and the capacity of the bridges and culverts along the way, and formulate the transportation organization plan. Involving other departments should be reported to the relevant departments in advance and obtained consent before they can be shipped.
Article 17 If the loading and unloading operation of a large-scale article transport is carried out by the carrier, the operation shall be carried out according to the requirements of the shipper, the characteristics of the cargo, and the loading and unloading operation procedures. If the shipper is responsible, the carrier should drive the truck to the loading and unloading site and load and unload it at the agreed time. In the process of loading and unloading goods, due to improper operation or in violation of the operating procedures, the loss of goods made by the vehicle or the loss of the third party, the party responsible for the loading and unloading is responsible for compensation.
Article 18 Transportation of large-scale objects shall be carried out on the approved route of the relevant department. When driving during the day, hang the flag;
Chapter V Fee Collection Regulations
Article 19 The transportation costs of large-scale articles shall be negotiated and determined by the contractor and the trustee according to the relevant provisions of the competent department of transportation and the administrative department of price control.
Article 20 The cost of road reconstruction, bridge and culvert reinforcement, clearance, escort, and loading and unloading due to the transport of large-scale objects shall be borne by the shipper.
Chapter VI Penalties for Violations
Article 21 In violation of these Measures, the following provisions shall be imposed:
(1) Those who transport large-scale articles without approval shall be fined not more than 5,000 yuan for business transport operators and 2,000 yuan for non-operating transporters.
(2) Fines of less than 3,000 yuan shall be imposed on transport operators that exceed the approved categories for the carriage of large items.
(3) If no signs (flags) are installed and the installation is not in compliance with the requirements, a fine of not less than 100 yuan but not more than 300 yuan shall be imposed for each trip. In case of violation of the other provisions of these Measures, the Ministry of Communications shall punish the “Interim Provisions on Punishment for Road Traffic Violationsâ€.
Chapter VII Supplementary Provisions
Article 22 The transport organization and expenses for transporting large-scale articles using the roll-to-roll method shall be implemented with reference to these Measures.
Article 23 The Ministry of Communications shall be responsible for the interpretation of these Measures.
Article 24 These Measures shall come into force on March 1, 1996.
Attachment: Conditions for classifying the large-scale transportation enterprises of roads:
The conditions of a class of large-scale article transport operators:
1. Vehicle equipment: A super-heavy vehicle group with an actual capacity of more than 20 tons and less than 100 tons, including tractors and trailers (half trailers, recessed low platform trailers), and corresponding supporting accessories. The vehicle group is in good condition and can successfully pass a 8% gradient under heavy load conditions.

4. Technical and safety regulations: The rules and regulations for the use of technologies, operating regulations, quality assurance systems, etc. for the development of the issued sets of vehicles and lifting loaders shall be formulated by the superior or the unit.
5. Historical records: Opened business owners should provide the weight, size, number of pieces, safety conditions and cargo owner's response of major large-scale objects that have been transported in the past.
Type II Road Large-sized article transportation business condition:
1. Vehicle equipment: A super-heavy vehicle group with an actual capacity of 100 tons or more and 200 tons or less of the entire large-scale object, including tractors and trailers (semi-trailer, concave low platform trailer, long cargo trailer, and other variant trailers).
